Our History
O.U.T.C.A.S.T. Reentry And Rehabilitation was founded in 1992 by Dr. Sharlene Davis Wall (Dr. Shar) and was nurtured through many years of pre and post release sessions, including family and community dynamics. Time and time again after being in one prison or another, the rate of recidivism was greater than 50% for 3 years in most states. These were the questions that OUTCAST wanted to find answers to.
Our Approach
OUTCAST provides resources to inmates such as financial literacy, business fundamentals, and entrepreneurial skills and develop strong families who can effect positive change in our global society.
The mission of OUTCAST Reentry and Rehabilitation is to impact and empower the pre and post-release inmates who want to start, maintain, or scale their own businesses.
